I tried tightening my springs but no help. I know the shoe's are worn because they won't stay in place with window out. Attached is a picture of the shoe installed. I also have red tip springs 35 inches long. The windows are double pane insulated vinyl windows 45.5 w x 36 tall. My thoughts are that the springs aren't strong enough for the weight of the window. Which shoe/spring combination would you suggest. My thoughts are to replace both spring and shoe on 5 windows. The number stamped on the shoe is 530C
Additional notes my windows weigh approx. 35 lbs and shoe depth is 1/2 inch.

If your sash is 35 pounds, then your balances likely aren't strong enough, no. Right now they have Red Tips, which indicates they can support a sash weight of only 12 through 30 pounds.
Looks like the outer tube is on the big side, so I would recommend our S600-35 spiral balance with a Black Tip color option. These can support sashes weighing 31 through 40 pounds. Just confirm the diameter and length of your outer nylon tube to be sure.
As for the pivot shoe, I'm not sure what to recommend. Our 15-046 may be a possibility, but you'll need to remove yours and check its width and thickness to confirm they match.
