Generally, a balance with 28 3 stamped on it would have a 29" long metal channel. If your channel only measures 28", someone may have cut it down to size. If that is the case, you can use the S395-28 but you will need to weigh your window sash and follow the chart under the balance product description to choose the corresponding strength option. As for your missing take-out clips, we can't be positive without seeing the original part but these balances are commonly used with the 16-002.
