Looks like the current balance is simply modified by tying a flat metal hook to the cord. This hooks into a slot in the window. It looks like these hooks could be simply tied to the tab on a new balance such as your standard replacement. Do you see a problem with trying that?

Sure, it should be possible to install the 15-198 yourself. You'll need a vise to lock the channel so you can pull the cord out a few inches, then secure the cord with locking pliers to relieve the tension. That should allow you to swap the clips out. Just be careful when you undo the locking pliers, as the cord will be under a lot of tension. Hold it firmly, release the pliers, then gently let the cord retract into place. I highly recommend wearing safety goggles and gloves, just to be safe.

One last thing, so I can select the correct balance- what is the typical weight of an approx 30 x 20 vinyl window ? I am not able to weigh at this time..

For a 30" X 20" insulated vinyl sash, we calculate the weight at 13.5 lbs. However, this is only an estimate.
