Need a direct replacement

A contractor from San Mateo Ca. says:

Need complete balancer with a heavy duty stop carrier they are for a 21LBS double hung vinyl sash - existing balancer is 1 1/4 wide and 9/16 thick, was looking at your 11LB Series 140 Quick-Tilt, Dual S140-11 but it doesn't have the same covers with holes which I am missing
