Repair or replacement?
Thanks for posting! Given the issues you've described, I believe your operators, and possibly the track, need to be replaced. The operator you have is an older, discontinued version of the 39-013 Casement Window Operator. This is used along with the 39-505 EntryGard Track and the 39-114L Crank Handle.
Take a look over the dimensions below and carefully compare them to determine if these are the correct fit.
Sure! It looks like your measurements may be closer to those on our 39-028E (the opposite version is the 39-027E). You'll need to be sure to double check the dimensions below to ensure that this would be a fit for your window.
The 39-507 and 39-533 are the tracks suggested to use with this operator as well.
1. Crank handle (which one would fit for my windows?)
2. Do you have the pin for the locking handle?
3. Which type of weather strip would fit inside or outside?
And lastly, what tools do I need to replace these, particularly the operator and crank?

The crank handle would be the same one recommended for the operators suggested initially. It is shown in the related items for the recommended operators, on the website. Regarding the locking pin, are you referring to the set screw? The part that helps to secure the handle to the base of the operator?
The wheel at the end of your operator does appear to be slightly damaged and this is not something that is replaceable. My suggestion would be to replace the operator, since the wheel is damaged. That said, you will need to examine your hardware and determine if it needs to be replaced.
To recommend weatherstripping for your window, you'll I'll need to see the end profile view of an undamaged piece, removed from the window. Take a look at the video tutorial below for reference.
It appears you are looking to replace the wool pile in the window. As mentioned in the video provided, I'll need to know the width of the base and the height of the pile.
