I think the 13 " is too long. It looks like the right size is 11". See attached photos.

I'm afraid we don't sell an operator with an 11" arm. However, the 39-013 and 39-014, as well as the 39-027E and 39-028E, would be our closest options. The window may open either slightly farther or not as far, depending on the length you choose. Please keep in mind that you may need to adjust the track to accommodate the difference in arm length. Take a look and see what you think.
