Can you identify these cranks? They look like the Caradco 39028 on your site, except that the crank arm is longer. The 9 1/2" measurement on your site looks to be 11 1/2" on my mechanism. We removed both balances and noticed the tension when doing so, and didn't know we'd have to add tension back until we got everything back together.
