I have mid-to-late 90's Pella double hung windows for which I need replacement spring assemblies. The spring is encased in a "U" channel and has some sort of block and tackle system attached to it. Please see the attached photos. The bubble dimension is 3/16" The tab portion is 1/2" and the kerf is 1/16. Note the tab has 2 thin strips on one side.

I ordered 2 28HD K (29" SERIES 751 CHANNEL BALANCE) and installed them, but I noticed that I needed one for the exterior window, which was marked 28HD K e, which I am assuming means exterior.
