Part that screws on the frame and holds the tension rod in place of a 200 series spiral balance

Older windows in condo unit. Windows are in good shape but no up/down easy action. Don't want to take apart if not available. I'm not even sure how the windows come out however I know they must. Please advise and provide links to replacement parts for my non-tilt windows. There are no markings on my existing parts.The tube diameter is 3/8". I found the bracket I need to replace this bent bracket. Is there a way to unbend this bracket with out removing? The next thing is I found the bracket with this part number 17-062. But how do I remove the mounting screw seen in the picture since it's in a confined location?

Not sure of shoe type for 3/8 inch S400 25 inch window balance vertical window. I need to replace 3 spiral balances, with 3 shoes and a tool to install. Thanks,

I was able to find on your website the two Spiral Balances I need (S400-31), the two metal brackets #62 (17-062) and the Spiral Balance Charging Tool for Non-tilt Windows (75-005).
