I need to replace these in several windows in my house

The tackle balance has a numbers on it. 24C (198 orB61)TK it is 24 inches long with a hook on the top spring side. The opposite side has a small metal piece that is tied on to a line and-connects to the tIlt block. I would need two tilt blocks and one tackle balance. Thank you.

We would like to add a key lock so this door can be opened from outside. I have included pictures of the outside handle and both lock sides. I have also sent the serial number (i think). Please let me know your thoughts on this. Thank you
