I cannot seem to find the piece of metal that stops the window from opening more

I need to know what device to use in order to stop my casement windows but also allowing them to be opened in the event of a fire? I have a remodel and the inspector wants to see these devices on the windows since the sill heights are below the min 36" height.

The length of the shorter bar is 3 and 7/8 inches The track arm is 7 and 7/8 inches Limit arm is approx. 6 inches. If you have this, I'd be very grateful!

I believe this part is called a limiter. It is meant to only allow the window to open about 8".

These from an Eagle Window installed 19 years I was told sold to Andersen Windows ( although I have not been able to verify this). The picture is a right side crank from inside looking out.
