30" white tip spirals balancers

It measures slightly over 29 inches x 5/8 x 5/8". It has the number 2820 stamped on back.

Hi - I have a newly-installed Anderson 200 series double-hung window. I would like to limit the opening of the lower window to something under 4" while still having the ability to fully lower and open the top window. Do you if such a device exists?
