appears top latch not working - what's the correct part to replace?

The little bubble stops it from going in the top of the window. Should she file it down?

Not sure the part number or manufacturer of window. Need to replace all window latches, 18 windows. Need left and right sides for all. Most have broken tips.

The attached photos are with hinge still mounted on the window. I can take it off if necessary. The reverse side shows an imprint of "30128". I believe my hinge arm and sliding shoe need to be replaced. I can provide more pictures of you need them. Thanks for your help!
