Do the weights (5 lb., 8 lb., etc) refer to sash weight, and can I determine by simply weighing my sash?

He there, I have a double hung pivot window that has broken balance coils. I have been unable to identify the window manufacturer. I've removed the coil, and you can see that the shoe is broken.
