Only one hook latch's closed the other one doesn't move when activating the locking mechanism. Do you have a replacement?

From inside the bedroom the right side of the window plastic pc at the top broke off that holds the 3 window balancers I can not see any names or numbers on the frame or window can you help with this?

The balance is 27 inches long. the width of the balance is about 5/8 of an inch the window was installed around early 2000. the stamp on the balance is 27C.
