seems like my windows have gotten hard to open , I have the 17 inch with blue tips. do I need new balances or is it another problem?

I have 7 windows that have black tips on the spiral balances and are 30" in length and 3/8" in dia. The part I have is 1133 on bottom left, on right it says 03/15. I think I need your part #24-1133 but in the photo of the part it matches with 1133 on the left, but on the right it says 07/09.
