Part that screws on the frame and holds the tension rod in place of a 200 series spiral balance

I have 18" x 3/8" balance rods. What type of shoe? It looks llike partially broken off...?

A few of the windows in my house have issues with opening/closing. For some, they are so difficult it's like a back-breaking workout, for at least one other the balances have just given up and dropped out. This is a General Aluminum non-tilt window with spiral balances. I've read through the information on your site, but there seems to be a clip blocking access to the spiral. How do I adjust or replace this balance?

The alum window bottom sash has a hollow (three sided) (open towards the bottom) channel running along the bottom.
