Do you need a screw for the 15-015?

Is a screw needed to retain the balance control rod shaft in the pivot shoe? There is a small screw (upper center of the pivot shoe)in the pivot shoes I have, at least most of them. Replacing the old spiral balances in my windows, but got the wrong size pivot shoe. I got the S900-29 and the 15-045 pivot shoe to go with it, but the shoe is too small for the track. Spring Balances for International Window (Mfg. around 1996)

The windows are 3' x 4' . The balances fit in a channel. The dimension of the balances is 1/2 ' x 1/2 ' x 23 '. Each balance is stamped C2240. About myself: Homeowner, do-it-myselfer. I've changed out these balances before.
