Hey please see attached sticker on window frame. The string does not retract into the balancer. Is the balancer serviceable? Or will it need to be replaced?

sirs please help me identify and locate this window crank out handle. The difference between this one and others is the fact that this one has hexagon shaft built into the handle as opposed to being attached to thje operator itself.
