Missing the mechanism (back of inside door pic) that rotates against the outside door (circular) latch. Looking for replacement parts.

I believe these are NORCO windows around 1990? I'd like to replace the side channels with the spring mechanism inside on several windows. I need to replace a window balance for a customer. It is a ribbed channel with 30 A stamped on the outside.

One side is missing the balancer the existing one has the following printed on it 21-4 IM5 CMC 8
