I'm seeking for a custom made block and tackle for my window as seen in the attached images.

I cant take off the hinge at the moment because I cant leave the window detached.The hinge is broken and I likely wont be able to get it back on. Hi, I have a customer with a casement window they can't open because the handle bumps the toilet. Would this or a similar T-handle or Loop type handle fit over the pin and allow them to open the window? They don't need it to fold down.
