Need replacement operators and handles for right and left hand opening windows. Crack handle pops off when trying to crank window closed. Current handles are stamped Windsor but window mounted hardware is stamped Truth. Arm is 9" long

This is a truth operator from the early 90's. I have a handiman who ordered one from Lowes and it didn't work because the two arms did not function independently? As you can see the arms move freely. Please advise on the correct window operator. Long arm #40753 and short arm # 31538A. Looks like long arm from center of the mounting hole to the end of the arm is 10-3/4.
