I have never seen this type of channel Nancee before. Balancer is disconnected I believe. I'm trying to repair and am a loss

We've had problems with the balancers since the beginning, HR doesn't have parts, told us if they're made in FL, they only had a two year warranty, and parts are not available. I can't match anything exactly. I need 10 balancers and don't want to be ordering and returning. Window is PGT hurricane resistant. Cover is grey plastic. Diameter 9/16. Length 31.5 inches.
