I have a condo that was built in 2004. It has 4 single hung vinyl windows. 3 of the balances are 34C and 1 is 28B. They all hook in at the top instead of screw. I have a 3 sided metal channel 18" long 1/2" wide and has 18E stamped on it . It uses the 15-194 balance shoe and the part on the end of the string that connects to the jamb is a hook that lives in a slot. These are Pella brand windows.
